Diabetic retinopathy describes the damage to the blood supply of the retina that occurs as a complication of diabetes. The red "dots" are blood haemorrhages or tiny aneurysms (balloon-like swellings) caused by blockages in capillaries and small arteries,with reduced blood flow.
