Underneath the illustration is a statement by then US Secretary of State William Maxwell Evarts' statement: 'Freedom of suffrage to the blacks means freedom of suffrage to the whites'. The illustration shows Southern states opposed to Evarts' statement encouraging Northern states, to also board up their side of the Temple of Liberty.
